WASHER SPINS TOO LATE?

Maytag Dependable Care 2 speed washer. Most times on the last rinse the washer doesnt start to spin until the knob reaches nearly the OFF position therefore leaving much water in tub. Have to manually turn the knob back to the last rinse mark and then it does fine. Sometimes it will work properly and the tub will be drained and all is well. Twice I have smelled a smokey smell and had to shut the washer off. Then later when we wash it will be fine. Is this the timer problem?
