Do i actually have PCOS?

I am trying for a baby since it didn't happen i went to the doctor! My doctor sent me for an ultra sound and found that i had 11 follicles on my right ovary largest measuring 9mm and the left has 10 small follicles all of them less than 8mm. the conclusion was Possible poly cystic ovarian disease! and was also told my testosterone levels were a little high! but i get my period normal every 28 days and i get positive ovulation tests could these ovulation tests be a false positive? any help will be great thanks in advance and anything negative will be reported!
