How do I get a guy that I know likes me to be physically affectionate?

We have been friends for a while (2 1/2 years), and, for the majority of our relationship, we have been dancing around us being more than friends. A few months ago, I made it clear that I wanted more. He didn't seem ready to move forward...Now I think he wants to give it a try (we've gone on a couple dates, he visits me randomly, and he is making a genuine effort to be more attentive). The problem is that he is not at all physically affectionate. He's never even tried to kiss me. I don't really know what the problem is...I'm thinking maybe he's shy, but I have known him for so long and I've made it clear that such a gesture would not be negatively received...Any thoughts?
