Not to be racist, but why do a lot black people on the East Coast stare so rudely?

I'm serious. They do. I know people will get mad for my posting this, but it is what I have been experiencing. They STARE AT YOU LIKE THIS! I'm an attractive female. I'm used to being looked at by all kinds of people, but so many black people have no shame and/or manners. Don't they realize that it makes someone feel uncomfortable to be stared at so strongly?
